>> this is a fox news alert. i am geraldo rivera reporting on the super storm bearing in on the northeastern united states disrupting the lives of ten's of millions of people in the most heavily populated corner of the country. in low lying areas from delaware to new jersey, new york to connecticut already under orders to vak waited because of the danger poseed by heavy rain high winds and a flood surge that could make a tsunami like wall of water into new york and other area harbors. those through out the area have been shut down.

government offices and private businesses will be closed monday including traders of the stock market and broadway. the great white way is already dark. the streets are already quiet as the city that never sleeps hunkers down in the face of sandy frank enstorm the wicked halloween collision of a tropical hurricane with the early winter storm coming in from the west and frigid air coming down from canada and the danger isn't limit to do the coastal areas. it is feared it will threat havoc from north carolina to kentucky, virginia to west virginia to pennsylvania all of the way from the east coast to the great lakes. there will be inland flooding downed trees, widespread power outages and impassable streets in many areas. hurricane sandy is already a killer storm having claimed almost 60 lives.

on the northern end of the storm system meaning we are going to experience flooding. we could see rise of water levels a storm surge from 6-11 feet above normal high levels. we are hearing talk about the full moon that will elevate the water level even further that could potentially produce some dangerous flooding conditions across areas and mayor bloomberg already declared mandatory evacuations for storms a in the boroughs areas. we have heavy vain across eastern pennsylvania, parts of new jersey dealing with heavy rain. rainfall rates half an inch per hour. areas in baltimore, dc could be getting the rainfall shortly if they are not dealing with it at the moment. sandy forecast to make rainfall monday night. it spans 800 miles from one end to the other hurricane force

winds outward from the center of sandy about 150 miles. the wind field is very large it is one of the things that will make sandy historical storm. remember irene it was a tropical storm moves through new york city. but it tracks right from basically southward to north more of a parallel track to the coast. what sandy will do during the day on monday it will make a sharp turn to the left. that is producing the dangerous storm surge across long island new york city and even northern portions of new jersey something else unique to the system sandy and also talking about a hybrid system post tropical where it will have snow on the back end of it blizzard warnings across the state of west virginia with locally up to 2 feet of snow possible with higher elevations strong winds cold temperatures will produce dangerous conditions. >> that's the whackiest thing i

geraldo. governor crist at this the entire state of new jersey under the state of new jersey. from sandy to cape may to atlantic city. part of the order they needed to swallow a bitter pill and close the doors no later than 3:00 p.m. today. it is normally a bee hive of activity they were virtually empty except hotel staff and security. it was a bizarre scene. we got to take a look earlier today. to get an idea of the economic impact of the super storm this casino closed in the 4th time in the 34 year history of legalized gambling here.

fler fl >> i am with don, president of caesar's entertainment east with this storm we have a major concern with your residents there with a hotel but it's a bitter pill to swallow. >> 100 percent occupancy in the 27 hotel rooms in the city. to get all of the people out of here by 1:00 in the afternoon was a huge task. we don't know when they are coming out to work how this hurricane will play out. we are worried about our employees thank god our guests were safe. >> this is the second time in 14 months that you have had to close your doors that's quite a sum of money i would image. >> it is and we got quite good at it. this is the second time around we have gone through the drill. the main thing is employees are safe guests are safe. hopefully wednesday or so we will be back open again and get it going.

20-foot waves on top of that. it is something hard to wrap your mind around residents who lived here their entire lives. something they haven't seen in a lifetime. that is something meteorologists have been warning us and crew about with irene coming in here all across the northeast really. the crew saying we have been here before we have been through this but this storm is being call add monster storm. it is not just a tropical hurricane it is going northward hitting arctic air which causes more problems. after covering a lot of hurricanes in north carolina this is the chillyest it has ever been. it will start hitting us more tomorrow. here in nassau county in new york residents in low lying

areas in the storm surge zone they are under mandatory evacuations. many haven't been heeding those warnings. at one point the atlantic ocean were even touching the bay. they don't want to have to go through that again. they have had the city running their buses along their routes they have been setting up shelters. we watched a lot of spectators come out earlier today, though to watch a wave is a magnificent thing to see the surfers were out here for the ride of their lifetime. but no doubt this thing is just going to be absolutely nasty. another thing that has been really reminisce sent of irene is what's going on in new york city. part of that is the subway system has been shut down along

with the buses and rail system 5 million people daily are part of that almost like a ghost town already. i have been talking to some of my friends in the city they say this is weird. i can't image what tomorrow is going to be like. there have been some evacuations that have been ordered by the mayor. that of course is in the low lying areas and also in the lower parts of manhattan. geraldo? >> it is kind of freaky. the cabs are around. that's the only public transportation there is now. the subways stopped buses also and amtrak shut down. this is paul newell the district leader downtown. you are assemblyman? >> democratic district leader in lower manhattan. i deal with elected officials. >> were you dealing with your community getting people evacuated today? >> we have been working with the

community response teams to make sure people sake it seriously. we have people going to the shelters and family members and so forth. >> where did people go? >> a lot of people have family members in the city or outside of the city we were encouraging them to do that while there was transportati transportation. a lot of them are going to shelters. we were frying to make sure everybody gets there and they are safe. people don't take this seriously sometimes. >> were the shelters prepared? >> this will go until wednesday, thursday. are the shelters prepared to deal with all of those people all of the time? >> they are. they are fully stocked with facilities and food. people can bring their pets. that's a big problem. people don't want to leave their

pets. folks should know that. they have services for seniors buses in the public housing to get people there. >> good luck to you. check back with you. a little bit of a wind burst here. let's go to the chief of police at westhampton beach that's all of the way on the eastern end of long island 100 miles east of us. chief tell us what are you experiencing there or have you felt any of the impact yet? >> good evening geraldo. right now we are experiencing 25-26 mile an hour wind gusts. the ocean is picking up. starting to get a little bit of rain. this is going to be a bad storm. i want to impress upon everyone please heed the warnings and not to go out into the storm. everybody should have made their

preparations by now. hopefully stay at home where emergency personnel can do what they have to do. we have issued mandatory evacuation of the low lying areas initiated it at 12:00 this afternoon. basically it is main street south which is half of our village. this storm concerns us with addition to the rain as you have been reporting it is hitting at unusually high tides which is 2 feet above the norm. in addition to that we are going to experience anywhere from 6-11 foot flooding surge. >> if you are a resident like me you were waiting until the end of the month to get the boats into the water. do you worry about that?

do you worry damage to the maritime assets and has the beach area because there's nothing with the nice homes in the ocean but a little bit of sand. have they been evacuated? >> we have a few that are still in. tied them up as best as we can. the old portion of dune road everybody is off dune road with the exception of a few people who want to ride it out. you have to understand at some portion during this storm it will not be safe for me to send my personnel out that's an issue when the storm hits they are on their own. >> i appreciate it. good luck with you lovely community. >> give us a bit we will give you more coming your way the latest on hurricane sand lee after this.

>> right now we are coming up shortly the lathes on benghazi. before we go there i want to go to delaware where doug mcelway is experiencing deteriorating conditions. take it away. explain what's going on and tell the folks what you have said. >> kind of a good news bad news story. first the good news is the electricity as you can probably sees still on. we haven't seen any flickering of the lights no outages whatsoever. we will cross our fingers on that. the other piece of good news we have had hey tied at 7:32 this

evening. the dunes held up. none of the dunes have been breached at least we were able to see. the wind is picking up. it was fairly steady. it reached an average of 23 miles per hour all afternoon definitely picking up. i was describing how you could feel the sting on your face a little bitterly lir. we are at a little bit of a lull but that continues with the gusts. the other thing is they have had the evacuations here it was tenned to be a very revenue rich end for the beach. it is used to being a summertime community but they have expanded over the years to have a lot more people in the fall and winter time. it was the festival in delaware. a lot of various shows. they were supposed to have a boardwalk race for kids all of that canceled now. it means a lot of revenue is down and next week is going to be the infamous pumpkin chunk

enyou have seen this where they shoot pumpkins out of the air cannons. don't know what the fate of that will be. a lot of people making reservations for that already. obviously a lot of that is on hold. a couple of other factors to cake into consideration here. you probably heard them talk about how this storm is kind of turning into more of a classic n another ea nor' easter not so much a hurricane any more. the damage has been from nor' easters. the first damage ever occurred along the delmar peninsula is the so-called ash wednesday storm in 1962 and this storm is taking very much the same shape as that one where you have 3 or 4 days of extended winds out of the north northeast. tremendous beach erosion the tunes were breached here where you have hundreds of homes flattened from that storm

thousands from ocean city up to the ocean where they were badly damaged. millions of dollars of damage from the nor' easter. kennedy call it had a disaster north and east coast. there have been improvement the made to the structures of the buildings around here. nobody builds ground based structures many of the homes are on tilts many reinforced and the first floor is above the storm surge area. the board walks are much stronger ocean city to the south of us that is concrete worboard walks and con treat retaining walls. things have been built bup but you just don't know. we survived the high tied and at 7 in the evening when the strongest winds are here. we will see what happens and we are standing by with more. it is that high tied doug

references that comes tomorrow evening that really the experts are telling us is when all hell will break lose. that's when you have not only the lunar tied the full moon you have a higher tied than normal plus the storm surge bus the rain. you have inplanned flooding and remember this isn't like a classic hurricane in the sense that it is not just people on the coast that will be impacted. this monster is heading inland. it is suggested it will go all of the way across the entire state of pennsylvania from philadelphia hundreds of miles to pittsburgh and stowing havoc along the way. a quarter of the united states population will ultimately be affected from cape hatteras to the great lakes. all of the way to the great lakes where they are expecting severe weather and also where what about the early voting? that also will be impacted. i don't know how long schools

will be out here or elsewhere. but clearly this will be a memorable historic event. as we go, speaking of historic events i have to tell you what i have been deeply distressed the last several days hearing reports on how the united states military did not help out the people in benghazi with this latest on benghazi some experts now suggesting that how we feel about the event in benghazi libya will determine how we vote. those who occupy the white house in january. one of the things we are being told is the military could have and should have intervened to stop the attack in benghazi before that mortar attack that killed the hero thai woods and another hero glen daughterty.

recently. i sat down with our teams. very involved in the rescue but also our intelligence and everything else surrounding that particular event. there's no question, geraldo, no question that the white house is almost in real time but certainly within 24-hours what the nature of this attack was. 8 days later we had a classified briefing with senators on both sides of the aisle, probably 65 or 70 senators even at that point they continued to act like they didn't know what the cause of it was. they knew within 24-hours who the actors were. geraldo that to me is the most ago agreeing gus par-- egg agrr part. the fact is as you know well we have lots of terrorism that is on the rise around the world in

libya as we leave afghanistan and other places. my sense is the administration didn't want that to come to the forefront in the public awareness or ak mojment burg this campaign. i think it was a purposeful atem. to mislead and down-play what happened in benghazi. >> do you wish governor romney had paid more than passing reference to these issues benghazi specifically in both the second and third debate. really ample opportunity to really slam the president or really try to advance this discussion? almost as if benghazi became like an after thought. let's move on to the next topic and it was not particularly addressed by the governor. don't you think senator and why not. >> you know, obviously i am very much a supporter of governor

romney. it has a huge effect on our country when it does. >> it was important to the nation as it was. other places not taking responsibility not being accountable. in this place it is almost like a 24/7 campaign about every issue. it has been that way for 4 years geraldo. to me benghazi let's face it. there was a miss dak -- there were mistakes made and tragically four americans dying it is in the middle of an election and no doubt we are going to deal with many of the policies. to me the very nature of all of this speaks to central elements to the way the administration has been. yes, i wish it could have been taken up a little more fully in the second debate. that's when i thought the opportunity existed more greatly more fully. because by the time a third debate came around the

administration was able to put some things out to try to -- there were curve balls they sort of made things less clear. to me they are not less clear they are very clear. that is there is no question within 24-hours this administration knew this was a terrorist attack. it did not emanate out of any protests that took place in front of the consulate. to me it was a deliberate brat process of misleading us so people would not think this kind of terrorism is taking place in parts of the world except that it was created some film by some toxic christian in california. to me that is very misleading. >> what would you have us do now? this is my final question. we are out of time. what would you have us do? would you unleash the drones the marines that go get the perpetrators? how in the chambers in secret chambers of government how would you advise the administration

republican or democrat to punish the perpetrators of the murders of ambassador stevens and the other three? >> obviously we are getting -- i don't think there's any question that any administration post november 2nd is going to continue to do everything they can to find the perpetrators. once we do and once we find out where they are and how they are going hidden or whatever, i think we then figure out what the best route is. i don't think i can speak to that right now. i do know for what it is worth the country of libya even though many parts of the country are not under the control of the government. i know they look at themselves as a sovereign government. if there is a way to work with them towards this end it is helpful. if there is not a way to do it obviously there are americans who lost their lives to find a nation who created a government i think we need to do whatever

talk of c 130 gun ships and whether we should have used fighter jets to intervene is a lot of talk from generals and others with no combat experience about what we could have or should have done to rescue our people in libya. joining me from washington is the man i trust absolutely to tell us realistically about what was possible. he is the retired four star who served as our vice chief of staff general jack keen joins us. general keen thank you for being here. i have been covering wars for 40 years i have never ever heard of a military force responding internationally to stop an action in progress in the time frame represented here and yet it seems that cable news and other media outlets are a wash in that allegation. first of all was a military response possible and then aborted or never ordered for whatever reason general keen? >> let me just say, geraldo,

that the fire fights routinely in afghanistan we get into with enemy forces in residential areas many times we don't provide over head air sport for that was we are concerned with killing innocents. we take casualties under those circumstances. unfortunately we have these people killed. the fact of the matter is here africom is in charge of africa and libya comes under their command. the challenge is africom has no informed speeches hardly any. it's not like european command you just sign forces. that's an issue. secondly, they were able to get up very quickly in libya about an hour plus over the target area. then everything else at that point he has to request. so africon requested the national mission response forces the highest classified fear 1

force to respond to a crisis any place in the world. where are they? the united states. they are on the shortest deployment they come with their own helicopters and vehicles they are both needed or any one is needed. whatever airport they fly into they are ready to go. >> they went as fast as they could general. i want to speed it up and make the point. we have charles wood coming up. when did they get to libya? >> on the 12th after the evacuation had taken place. they moved at extremist force out of europe and they also got the signal after the evacuation took place. >> they got there as soon as possible about 24-48-hours after the thing was over. was there a c 130 gun ship that we could have deployed that could have shot up those bad guys and saved our lives? >> sadly, no. there was not a single gun ship in the region. there was none assign to do

africon and no missions for us. there was not one in the region. what kind of air support could have been provided? the fact of the matter is there were fighters at the air base, none of those fighters could have got down to prevent the catastrophe that took place in the consulate. the consulate was stormed immediately upon breech people were in the buildings and they set them afire. that took place in a short period of time. the situation was over in about an hour. >> general we have to ask you, cut to the chase here. how do you react when you hear politicians and others talking about it sounds like a live video feed and a bunch of bureau krats scratching their bellies in the pentagon or the white house refusing to intervene that's the implication. how do you as a military man as an american hero how do you respond when you hear those allegations? >> you know i have disagreed with this administration on a n
